THE PRINCIPLE

AI should not authorize itself.

Models are powerful at producing proposals. They are not reliable substitutes for permissions, policy, accountability, or operational authority. WHL places a governed execution layer between a proposed action and its real-world effect, so identity, policy, risk, evidence, and required approval are evaluated before anything consequential proceeds.
